Given shifting Board roles, the work of the QACC LURC Committee has effectively merged into a broader QACC community engagement initiative.
One Seattle Plan / HB1110
Update as of August 10, 2025:
Legislation concerning the Comprehensive Plan and Olympia’s HB1110 (aka the “Middle Housing Bill”) is still percolating. Last week, City Council members individually submitted over 100 amendments, compiled into this whopper of a 441 page document. Our District 7 Councilmember Bob Kettle’s ten amendments are numbers 32, 50, 51, 61, 70, 90, 94, 96, 97 and 99. Groups across Queen Anne and the City – such as Friends of Queen Anne, Seattle Residents for Thoughtful Growth, Futurewise / Complete Coalition Communities - have been rallying neighbors and businesses to stay engaged with the proposed changes and flex their advocacy muscles. The City’s main info page is here and the Urbanist summary published just after the tidal wave of amendments last week provides a useful overview of where we are in this legislative labyrinth.
What’s next? Expect closed-door negotiations among the Council members to find common ground and potential consolidation of the amendments before the Select Committee on the Comprehensive Plan (aka the full nine-member City Council) public hearing on Friday, September 12th at 9:30 AM. It’s never too late to weigh in on the proposed changes for Queen Anne and the city.

Draft maps were released in late 2024 for the One Seattle Plan, which, once finalized, will be the roadmap for where and how our city will grow and invest in communities over the next 20 years and beyond. Based on our December QACC 4th public meeting and other community feedback on the One Seattle Plan, the QACC submitted the following to the city:

Document 2 - QACC amplification of community-points and issues raised
As the City Council considers the first round of formal legislative steps to implement HB1110 (and ultimately, the One Seattle Plan), the QACC submitted this comment letter in respect of Queen Anne Boulevard.
We have hosted two in-person community events on this topic, along with several virtual events, attended meetings at City Hall, walked the streets of Queen Anne with Councilmember Kettle and fielded countless emails and inquiries (encouraging neighborhood collaboration and advocacy).
